Job Role

Birkenhead Park is a Grade One Listed Historic Landscape and of significant importance with national and international recognition.  Moreover, it is a well-loved local park for the community of Wirral.  We are seeking an experienced Manager with the skills and motivation to consolidate and build upon the qualities and status of this treasured park and to manage the project to bid for World Heritage Site Status for Birkenhead Park and bid for significant funding to support this bid, including application to National Lottery’s Heritage Fund.

Key Task

Managing the World Heritage Site and Lottery Project Team and provide support to the World Heritage Site committee for Birkenhead Park.

Ensure Project Team Meetings, Workshops and stakeholder engagement meetings are arranged, serviced, and documented (agendas, minutes, action logs & updates; discussion papers); and to attend steering group and committee meetings and produce information including project monitoring reports, to consult with, and inform, these groups of project progress.

Preparation of Committee reports and attendance at Committee as required.

Respond to correspondence from members of the public, special interest groups, other organisations, councillors and MPs within agreed deadlines.

Key Reasonability’s

 Ensure that all staff and stakeholders (including Friends Groups and User Groups) relating to Birkenhead Park and the NLHF and World Heritage Projects are fully briefed in relation to Council wide communications and matters relevant to the projects.

Take responsibility for resolving complaints and enquiries relating to Birkenhead Park and the NLMF and WHS projects in a timely manner.

Be responsible for all budgets including the Birkenhead Park and project revenue budgets.

Prepare applications for grant aid and external funding.

Submit and process any planning applications or consents necessary, in association with the design, conservation or heritage teams.

Ensure all phases of the Heritage Lottery Fund project meet deadlines and update all stakeholders as necessary.

Procure and manage any surveys or services required to inform the Heritage Lottery Fund or World Heritage Site Applications.

Work alongside representatives from the Heritage Lottery Fund, seeking and providing information, carrying out necessary actions relating to the project, and attending all application advice workshops as necessary.

Extensive knowledge of historic and heritage landscapes, their needs and the protections associated with them

You’ll need to be qualified in, HNC or HND in Park Management Sector or equivalent qualification or experience.

Knowledge of how WHS and Lottery project proposals contribute towards the organisational objectives of Wirral Council and Birkenhead Park, Heritage Lottery Fund, and UNESCO.

Experience of writing and co-ordinating successful funding applications for HLF Development Phase capital projects, including working with architects, designers, and associated specialisms.

You will need a track record of experience and understanding of historic and heritage landscapes, their needs and the protections associated with them.
